Perris Opens Foss Field Park With Groundbreaking Renovations
Post Date:04/16/2026 1:01 PMPERRIS, Calif. (April 15, 2026) – The City of Perris celebrated the grand reopening of Foss Field Park on Friday, April 10, 2026, following more than 15 months of construction.
City officials, including Perris Mayor Michael M. Vargas, Mayor Pro Tem Malcolm Corona, Councilmembers David Starr Rabb, Elizabeth Vallejo, and Marisela Nava, joined Riverside County District 1 Supervisor Jose Medina, community partners, and residents to mark the occasion.
The extensive renovation transforms Foss Field Park into a modern recreational hub, featuring a new 4,900-square-foot recreation building, skate park, futsal and pickleball courts, playground, fitness stations, shade structures, walking trail, butterfly garden, and upgraded athletic fields and restrooms.
Riverside County District 1 Supervisor Jose Medina, who helped secure critical state funding for the project during his time in the State Assembly, highlighted the significance of collaboration in delivering the improvements.
“Walking through this park and seeing families, children, and residents enjoying these spaces is incredibly meaningful—it reflects the strength and unity of this community,” said Riverside County District 1 Supervisor Jose Medina. “This project represents what can be achieved when leaders at the local, county, state, and federal levels work together with a shared commitment to invest in our neighborhoods and deliver lasting improvements for our residents.”
Perris Mayor Michael M. Vargas emphasized the City’s commitment to investing in community spaces.
“This long-awaited project is a true statement for our city,” said Mayor Michael M. Vargas. “With 28 parks across 30 square miles, this $15.5 million investment reflects our commitment to our community. I want to thank Supervisor Medina for securing $8.5 million in funding, and recognize our team—because it truly takes a village to make projects like this possible.”
City Manager Clara Miramontes highlighted the transformation of the park and the collaborative effort behind it.
“We’re proud to celebrate the grand reopening of this park, originally built in 1960 and last improved in 2017,” said City Manager Clara Miramontes. “This is more than a renovation—it’s a complete transformation. With support from Supervisor Medina and the City Council, we are proud to deliver a park designed by the community, for the community, and we’re grateful to our staff and partners for making it happen.”
Among the new amenities is the Arts and Recreation Center, which is scheduled to begin programming in early May and will offer art classes, dance programs, and other recreational activities.
Mayor Pro Tem Malcolm Corona noted the importance of revitalizing long-standing community assets.
“Reopening a park like this is just as meaningful as building a new one,” said Mayor Pro Tem Malcolm Corona. “This park is everything we hoped for, and a major improvement from 2017. I’m excited for the next generation to experience it and for our community to truly enjoy this space.”
Councilmember David Starr Rabb highlighted the park’s role as a shared community space.
“This much-needed renovation has transformed the park into a space for everyone,” said Councilmember David Starr Rabb. “With amenities for all ages, including a walking trail, it’s a place families can truly enjoy. Now it’s up to all of us to take pride in it and protect it as a community.”
Councilmember Marisela Nava emphasized the park’s immediate impact.
“This park is already being embraced by the community, and it was greatly needed,” said Councilmember Marisela Nava. “With exciting programming and a wide range of amenities, it’s rewarding to see residents of all ages out here enjoying this beautiful space.”
Councilmember Elizabeth Vallejo expressed pride in the City’s continued investment in parks.
“It’s always exciting to bring older parks back to life, and I’m proud of our Council’s commitment to improving our community spaces,” said Councilmember Elizabeth Vallejo. “I’m grateful to our staff and residents for their role in making Perris a better place, and proud to be part of a community that truly shows up.”
Funding for the project includes $2 million from the American Rescue Plan Act (ARPA), $8.5 million from the California State Budget secured by Supervisor Jose Medina (formerly Assemblymember) and former State Senator Richard Roth, and $5.36 million from industrial, development, and construction fees.
